I, BARACK OBAMA, President of the United States of America, find that the actions and policies of persons including persons who have asserted governmental authority in the Crimean region without the authorization of the Government of Ukraine that undermine democratic processes and institutions in Ukraine; threaten its peace, security, stability, sovereignty, and territorial integrity; and contribute to the misappropriation of its assets, constitute an unusual and extraordinary threat to the national security and foreign policy of the United States, and I hereby declare a national emergency to deal with that threat. I hereby order:
Section 1. (a) All property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person (including any foreign branch) of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in: any person determined by the Secretary of the Treasury, in consultation with the Secretary of State:
(i) to be responsible for or complicit in, or to have engaged in, directly or indirectly, any of the following:
(A) actions or policies that undermine democratic processes or institutions in Ukraine;
(B) actions or policies that threaten the peace, security, stability, sovereignty, or territorial integrity of Ukraine; or
(C) misappropriation of state assets of Ukraine or of an economically significant entity in Ukraine;
(ii) to have asserted governmental authority over any part or region of Ukraine without the authorization of the Government of Ukraine;
(iii) to be a leader of an entity that has, or whose members have, engaged in any activity described in subsection (a)(i) or (a)(ii) of this section or of an entity whose property and interests in property are blocked pursuant to this order;
(iv) to have materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, any activity described in subsection (a)(i) or (a)(ii) of this section or any person whose property and interests in property are blocked pursuant to this order; or
(v) to be owned or controlled by, or to have acted or purported to act for or on behalf of, directly or indirectly, any person whose property and interests in property are blocked pursuant to this order.

The shooting near the administrative border with the annexed peninsula on April 3 in the village of Chongar, Genichesk district, became known throughout Ukraine. Because of whose property the dismantling began, there was no secret from anyone. It belongs to PE "Private rental company" Chongar ", which is part of the" group of the Nimetullayev family ". Until 2014, the head of the latter Seitumer headed the Henichesk district state administration and district council, after the annexation of Crimea he fled to the peninsula, and entrusted his wife Nadiya to keep a lot of property in the Kherson region. One of the richest businessmen of the region headed the public organization " Kyrym birligi" in the Crimea, which unites traitors-collaborators and glorifies the Russian occupiers. But despite his escape, his business still earns good income in mainland Ukraine.
- So, at a distance of two kilometers from the border with Crimea, people of two "authoritative representatives" of Crimean Tatars with weapons in their hands share Mr. Nimetullayev's property in broad daylight. This was denied by Lenur Islamov, who in turn accused representatives of the Azov security company of seizing the assets of Seitumer Nimetullayev. He stressed that Asker is an unarmed civilian formation that has been patrolling the territory of Henichesk district for the fourth year in a row.
- Our main task was to stop the financing of separatism and terrorism. And Seitumer Nimetullayev's property should be confiscated in favor of the state by a court decision and all those connected with it should be brought to justice. Any civil activists who defend Nimetullayev are all separatism for us, - explained the speaker of the "Asker" formation Evelina Arifova.
As Mykhailo Velychko assured, Seitumer Nimetullayev does not intend to sell his property located in Henichesk district.

Mykhailo Velychko stated that he is the only legal representative of Seitumer Nimetullayev in mainland Ukraine since December 25, 2018 and protects the property interests of him, as well as Nadezhda and other enterprises belonging to the "Nimetullayev family group".
However, according to the information available to us, Seytumer Nimetullayev started negotiations last year on the sale of a machine yard and grain flow in Chongar with a total area of 18,605 square meters. The value of these objects was previously determined at $ 700,000, which a potential buyer - a well-known person in the Genichesk district - could buy in three tranches, "by transferring money to the seller or his trustee in the city of Genichesk." It was not Velychko who was supposed to represent the seller's interests and dispose of his real estate, but another lawyer from Zaporizhia.

At the same time, Nimetullayev was declared wanted on suspicion of committing an official crime - abuse of power, when he was still head of the Henichesk district state administration. He was accused of illegally transferring over 1,000 hectares of farmland without an auction in 2011 to a company headed by his wife, Nadezhda, and causing millions of hryvnias in damages.

The criminal case against Nimetullayev described above is far from unique. The life of Seitumer Nimetullayev in the service of the Russian occupiers turned out to be not cloudless. The Nimetullayevs are one of the wealthiest families in the Kherson region. They own thousands of hectares of arable land, recreation facilities, and the automobile business.
